Meeting Notes from the January 19 Cadillac Place Meeting

The HSS Division held a general membership meeting on Tuesday, January 19, 2010 in Detroit at the Cadillac Place.

During the meeting, conducted by President Phillip Patrick, several items were discussed including: the overtime for the 1st quarter of 2010, email communication and pending grievances. An open discussion was held afterwards.

Staff was advised that the overtime would probably be reduced for the current quarter. Staff should receive email notification on 1/26/10. The overtime for this quarter includes the Saturday requirements as stated in December. In addition, there is no mandatory weekday overtime for permanent staff, however, there is voluntary overtime available at two (2) hours per day. Due to the telephone volume, LTIs are still required to do 5 hours of mandatory overtime during the week and the same number of required Saturdays as stated before.

Members were advised that although the membership had voted in favor of the contract ratification, it still had to be approved by the Civil Service Commission. The membership was advised that nothing would take place until the Commission had given its approval and that they were scheduled to meet on February 10th. Therefore, BLT would not be implemented until some time after the Commission meets.

Members were also advised that we have not received any notice of temporary or indefinite layoff days for any of our members at this time.

During the open discussion forum the staffing of the DRICC was discussed. The DRICC has lost a considerable number of staff due to the staffing of newly formed units within in Cadillac Place.

The leadership also discussed the difference between a CS vacancy and a reassignment. A CS vacancy requires a posting of an open position, submission of an application and/or resume and an interview. A reassignment is the permanent assignment of employees to another work location When the employer sees the need to reassign staff, they will ask for volunteers and take the most senior of the qualified employees.

HSS leadership also informed members of how they can donate to the Haiti relief fund through SEIUs website.
